You have to not be facing the boss the entire fight, and be wearing no shield yourself in order for it to drop.
It’s a secret item.

I just finished 17 runs and no shield! Anyone have any luck getting this to drop?
Just do what i did on my warrior. No shield drop by the time 585 equipped ilvl? Just send the spark and craft the 606, upgrade from 548 quest loot lolol.
Shield will drop off the next kill.

The thing is the boss is rarely dropping ANY loot besides trash and valor stones, 17 kills it dropped the necklace twice? Wowhead says it’s a 54% drop chance…feels like something is off besides my usual horrible luck.
Look on the bright side, there will be many more runs of this place once m0 and m+ open lol.
