No ranks after two resets

So I got 30k Honor two resets ago… after reset, still Rank 0. I reported this multiple times and figures it was a one-off. Well, after this last reset and 9k honor (should be at least Rank 1) I was still Rank 0 after reset.

GMs unable to provide me ANY assistance and no answers from anyone.

Please assist.

Seems to be an issue where an account gets flagged, no matter how much honor you accumulate your rank will just loop back on itself.
