I got to Silithus and went to Cenarion Post to pick up quests but none were available. Is this because I am neutral with the faction and need to be Friendly before quests show up and I can interact with NPC’s?
No. This is intentional and they will be added in a later phase. (I don’t remember which phase number offhand, it’s the AQ phase.)
Cenarion Hold did not exist at Vanilla release; it and its quests were added in a later patch. As a result, though the terrain is there now, the quests won’t be added until the appropriate phase.

It’s such a tease, because the breadcrumb quests that lead you to cenarian hold exist, but no quests are in the game yet. I fell for it too…
The breadcrumb quest from Moonglade to silithus is supposed to be there though. It doesn’t actually send you to Cenarion Hold, but the eastern part of Silithus to that hive/druid ghost region that (as far as I read) existed at vanilla release.
The point of that quest chain is to conclude the storyline from Tanaris, Ungoro, etc. but you don’t end up fighting the threat with the Cenarion Hold until the AQ patch, which is when the rest of Silithus, including Cenarion Hold, was released.
