No portal to throne of thunder?

I am trying to figure out how to access the throne of thunder…

I found something on wowhead about starting a quest called “thunder calls” (https://www.wowhead.com/quest=32679/thunder-calls)

but, the quest giver is not there for me. its still nzoth stuff! oh wait is this a chromie thing?

why is there still bfa stuff here?

BFA stuff rotates between Pandalands and Uldum. Next week it should be normal again.

You’ll find the NPC near Mogu’shan palace which will let you rewind time to before the BFA invasions. It’s marked by a speech bubble on the map if I recall correctly.

That will put you into Pandaria time, which will activate the NPC and questlines.
