My level 25 hunter can’t use any of the portals in the Orgrimmar portal room except the portal to Valdrakken.
Update: I just joined Chromie Time and some of the portals work now, but some don’t.

Same here, I was questing in Outland but no way to go back now. Some guildmates reported the same.

I gained portal access at weird times. I initially couldn’t use the portal to Silvermoon City.

But in our case, NO portal will work under no circumstance except the one to Dragon Isle. Maybe they changed the level requirements? It was working 2 days ago…

UPDATE! I reached level 30 and now all portals are unlocked!! I thoughted I was phased out, but it seems like it is a new feature.
I am experiencing this on level 20 toon that accepted the go the Dragon Isles quest chain. I changed Chromie time to Pandaria, which opened up a few portals - but not to Pandaria. Please change it back, Blizzard.

Im having the same issue.
On some of my characters i literally cant use any portal to go anywhere.
With 2 of my characters , no matter what chromie time i use i can only acess the portal to Jade Forest, nowhere else.
I have no idea if Blizzard added some level requirements to portals or if they messed something up, but as far as i know if zones scale to your level then portals should be interactable regardless of the level.
