Aggrend said he wanted Plunderstorm time to breathe. Which means if SoD, Classic is the reason for Blizzards uptrend in subscriptions, were to release content or information about upcoming content, it would take away from Plunderstorm.
So they know Plunderstorm is so flimsy that repurposed 20 year old content would lay it to rest.
