No option to buy 385 gear from Rethelshi

I cannot buy 385 storm sigil upgrade items from Rethelshi. I have tried reloading my game. Still did not work. Did you move them to another vendor?

You gotta go to the PvP room and use same NPC as the upgrades for PvP gear. No idea why they had to do that…

I went into the PvP room, and talked to all NPCs. None offered storm sigil gear.

EDIT: Found it.
