This may have been answered already, but Ive logged into three different characters and there is NOONE at Doomwalker. Why does this thing have so low a drop rate if people cant fight it?
Depends on server and time. Logged on a couple hours ago and there were enough for about 5 consecutive kills while I was messing around down below.
Join a group, plenty of 'em.

Are you in WM? I went out there on a few characters forgetting to turn it off and there were maybe 1 or 2 other people vs dozens in WM off

i got WM on lots of people i just finished running my small amount of toons through it. lots of skeletons though. WM off probably is better especially if you are alli.
My last horde can’t kill him because no one is there and its a lvl 34 alt 
I had the same thing on a few of my toons and then realized WM was on lol
I had this issue on one of my servers even with wm off. So I posted a group and sharded about 30 players in to help me. Easy peasy.
not just warmode but if you are in chromie time as well. if you are go to chromie in your capital city and return to the normal time line. that will fix it.

Also be cautious with Chromie Time! Someone mentioned it earlier.
I disabled it, there were like 5-7 people max. This was the final character who needed it too, I guess moonguard was just dead for some reason.

It’s also true that there aren’t as many people playing during slow times.
WM & Chromie time will do it, but it’s also easy enough to down with very few people (I’ve done it with as few as 2, my alt tank and a dps)
Since the mount is 100% drop, expect the amount of people killing that world boss to dwindle down. Compared to it having any other drop percent besides 100.
We don’t have this problem on Moon Guard.
