I’m in Azj-Kahet trying to do rumors and the quest Absent Errand and the entire city has no NPC’s spawning so I can’t do any of the quests or go buy anything with Kej or anything. (Proudmoore server)
This is happening to me as well, been 2 weeks nothing I can do.
I managed to fix this, if you have Absent Errand and pick up a rumor it for some reason phases all the NPCs out. I dropped Absent Errand, logged out over night to lose the rumors I had picked up, reacquired the quest and did it before doing anything else. After completing it I could once again do rumors and WQs and the NPCs returned.
