Health percentages / totals are no longer displaying on players and NPCs unless you mouse over them. Please direct me to the new option to permanently display these percentages.

Same issue, something with 10.2.6 update likely.
I found that if you press ESC, go to Options → Interface → Status Text and change it to None and then change it to whatever option you prefer, it will show up again for you.
