For one thing… that “staff” is tiny… it’s practically a wand XD… actually kinda looks more like a heavy weight mace than a staff.

It’s not actually small. It’s clipping through that front-middle portion of her robes, making it look prematurely cut off. You can see more of the shaft in the right gap between the white and blue parts of the robe, as it continues between her legs.
