DPS while being a healer should not be required!
PERIOD!
I can’t stress it enough that it should not be required.
A healer’s job is to heal, provide support, and res allies. That’s it.
The meta of healers required to damage will just cut off the portion of the healer’s playerbase who don’t want to do that.
I proposed a solution to this that if healer really wanted to do damage in dungeons, then blizz should reduce healer damage in dungeons by a net -80% so that way even if a healer does damage, it won’t make or break a key.
I want to dps as a healer but I don’t want you to have to. Everyone should be having fun. Maybe more passives that do damage automatically when you overheal.
Your job in a dungeon is to contribute to the success of the group. If your party’s topped off and there’s no damage to anticipate, if you stand there doing nothing, you’re being lazy.

On a more serious note, you are only ever expected to DPS by competitive groups/groups with a goal where your DPS might help achieve that goal. Those windows where they’d want you to occur when there isn’t any healing requirement. Why would you prefer to just stand there doing nothing? That’s a horrible attitude not fit for team play.
if the game was so difficult that you needed to spend every single global using a healing button on your group, chances are players like you (and the others who claim they never will DPS) wouldn’t cut it in any of the group content. The fact that the downtime exists where healing is required is a good thing for less rotationally-apt players, and that downtime is usually well spent DPSing for those that are ahead on healing.
As others have noted, no reasonable person expects you to DPS when healing output is required. The only time you should be doing damage as a healer is when you’re not doing anything else. If you have no buttons to press right now to keep someone alive / topped off, press a damage button.
It might not seem like much, but over the course of a dungeon run you will do millions of damage this way. One great way I’ve found to fit some damage in is to cast a couple HoTs on the tank pre-pull, and just as he’s getting aggro, cast Sunfire. This alone adds a DoT to every mob in the pull and takes 1 global. I’m sure other healers have similar windows to fit easy damage in.
