I mean the leveling experience in retail is almost non existant anyways. If there is no gear/character progression, it no longer gives a goal to players. If you truly think the game is purely gear based for an average player Im not sure what to tell you.
Everyone can practically be 415 ilvl at this point with valor, so technically the game is already skill based to a degree.
Um maybe. I think the best way to go about this is to reintroduce older tier sets from older raids with set bonuses that change your playstyle. “Sidegrades” is what they’re known by, and this would allow use of things like Shadowmourne or Warglaives of Azzinoth to be relevant in current tier content.
Idk about you, but I only pushed KSM for the mount. Cosmetics are a big factor in character progression. Well I guess I pushed KSM for the achievement, but still. It’s nice to have a mount that shows that I accomplished it. It’s why raiders push World First; they don’t get any best in slot item for being the first guild to clear mythic; it’s just for cosmetic.
What is you could upgrade your existing gear in some way? Sure, raid Black Temple solo to get the glaives but you STILL need to go for current content to be able to upgrade them. Perhaps mobs could drop upgrade tokens, with quality depending on what they are so a raid boss would obviously drop higher quality upgrade token then a random barely elite world boss. Then apply the token to an existing item and they become levelled up in ability to fit the token. The mechanics for this already exist in crafting now so why not expand on that? For roleplaying this would be excellent because you may just want to hold on to that precious item from that quest you once did, transmog may not be enough especially if it isn’t a visible item.

Interesting topic, but IF it were ever to even be considered, they’d really have to up their transmog game. The leveling armor is the same throughout the process with just a color change. It would really need some more unique armor per expansion if we were only acquiring it for cosmetics, and not stats.
