The requirement for Dragonscale Leatherworking was Level 40 and 225 Leatherworking. The trainer has no dialogue options.
What gives?
All Profession specializations are locked until Phase 3.
But what’s the reasoning?
The entry level items are all on par or below with what is obtainable currently.
Seems weird.
Reason is they don’t want it to be in this phase.

I’m sure they’re adding new fancy recipes to the specializations, and they will be relevant for phase 3.

Best guess is they have plans for it, and as you said there’s nothing in there now that’s really worth getting the spec for at an entry level.
So nothing of value is really lost here.
