It was known for a long time now, id have to dig but there was a post about it. Its been stated on Wowhead since the beginning that that ring was phase 5.

No one will be rank 14 in a month, it takes 12 weeks at a minimum to reach rank 14.

Rank 14 minimum time is 12 weeks. We’ve still got a around 2 months to go before anyone can possibly be rank 14.
We’ve had what, 4 or 5 weeks of honor now? So 7 or 8 to go, minimum.

People will have the r14 rewards when they are still FAR above the gear curve. R14 rewards are AQ40/Naxx level and people will most likely have them before BWL is even released.

I recall the rank 14 gear being buffed later on to be on par with the AQ 40 gear, but prior to that wasn’t quite as overpowered. Have they put the buffed versions into the game early then? That would be quite careless of Blizzard.
From my understanding its because 9f soell pen. Apparently spell pen wasnt really out until AQ which is why the ring will be released in p5.
I’m normally more of a blizzard fanboi and try to argue ‘for’ them… but in this case, it’s rushed out content. The release of different items and drop tables is just ridiculous. It’s inconsistant and has seemingly no real theme or reasoning.
We’ve got the late version of the PVP gear but the early version of vendors. We’ve got some of the later drop version but old tables and some gear missing. We’ve got content that coincided with other content in release that are broken up agross phases and I just can’t wrap my head around ‘why’. It’s frustrating as hell to be honest.

The artificial time gating of items and stuff has caused problems like this. It’s just mindboggling as to why they didn’t release full rewards.

Spell penetration is on R13 Mage Shoulders, Mage Talents, and T1 Mage 5 Set Bonus.
R14 Caster Weapons released in 1.11 (Rodrigos released in 1.9) are already in the game.

As I said earlier- that would mean in 1-2 months, so before BWL is even out, and the first players start getting rank 12-13, mages would be without a pvp class set as a piece has spell pen.
If the ring isn’t being included due to spell pen- then Blizz is being extremely hypocritical as there’s other stuff with spell pen already available.
