Tried to get it done on my bountiful, reloaded/relogged/removed addons, usual troubleshooting. Place is currently unclearable.
Did you check to make sure there wasn’t diving equipment at the entrance?

I did 
Brann just yelling at me to get into bubbles.
I did the underwater one in Azj’Kahet afterwards and that did have the diving equipment
I’ve only ever seen this behavior if I forgot to talk to the NPC at the entrance to advance the story. Presumably meant to hard-gate most players so they don’t clear the entire delve and realize they have to go back and handle that.
