Are addons allowed? I’m not seeing an option - perhaps I put them in the wrong folder for hardcore?

Hey there Bremon, you need to make sure that the addons aren’t sitting in a second folder.
Ex. (Questie > Questie) - If it’s somewhat like this, just take the folder(s) out and place them in the location below.
The Blizzard client is sensitive to what it can read and it only goes 1 folder deep. So the actual addon sitting in an extra folder is useless unless you take the addon out.

Curseforge app installs have worked for me fine out of the box.
Elvui manual has worked fine too. Like others said above check the wow folders.

with something like Curseforge, the addons get installed correctly for you automatically.
I was able to get questie to work by manually creating an interface and addons directory and copying the questie folder to that directory
I copied mine right over from classic
