I have no actions bars at all. My friend has the same issue.

Using ElvUI?
Everyone who uses an addon to change the default action bars has none.

I am and he is using Bartender.
No action bars either, I use Bartender4.

This is not an issue for Blizzard to solve. It’s just waiting for this addon (and any that get broken with a game update) to be updated by their creator(s).
Perks of using default. Never have to struggle with this on patch weeks

I would love to use default, sadly only the first action bar uses paging. As a druid I would like more than one.

I use at least 5 bars. Everything useful has a button when I need it, no matter the class or spec 
so according to my Curse update Bartender has been updated but nope… can’t use 
It’s an ElvUI error you got to wait till they update.
Yeah I never got into action bar addons either. Unit frames on the other hand…if Perl ever stops being updated and breaks I probably won’t be able to play anymore. 
Ok I’m not a druid, can you not fit all form-specific buttons on your primary bar? This might just be my ignorance.
I mentioned that the addon folks need to get busy and my server was NOT happy about that!

You can, you even have more space because you technically get an extra hotbar.
When in form and out of form are 2 separate bars. I throw heals and other abilities there that I can’t use in form.
Bartender hasn’t been updated since late January. Just be patient.
Go to curse forge and go the version inside of bartender and install the most recent one for some reason it doesn’t automatically install it version 4.15.2-1 this fixed mine

Do you have the recent update of Elvui? My bar was invisible until I installed the new version.
Wrong. I use Dominos and have no problems or errors.
