The fastest way is probably to do the Good Suramaritain and Insurrection questlines. Just doing that will get you mostly there. After that, it’s doing world quests, and the Kirin Tor/Nightfallen Emissaries, and the Withered Training. Good Suramaritain and Insurrection involve a lot of quests, so it is several hours of work, but it’s something you can just grind out. Just keep in mind that one of the quest step in Insurrection is to do a bunch of world quests, so you may want to wait in until you get that quest or you’ll be waiting for respawns on world quests to get it done.
I also will point out just in case that the rep requirements for all of the allied races have been removed. You only need the questing achievements and the unlock quest.
