So, I just finished with the Delver’s Journal, and the last reward says, ‘You may now acquire the Nightfall Sanctum camp for your warband.’ However, when I try to buy it, the item is red, and it says that the item is locked. What exactly am I missing here? Because there is no info on Wowhead, or I just couldn’t find it.

Tried exiting the game and logging back on at the warband screen?

Yeah looks to be bugged, when you first buy it off Reno:
Bought it, logged over to an alt to buy gear, logged back and couldn’t interact with the item in my bag. Note I did not try to use it when buying, and mouseover does not show an Use function on the tooltip.
Relogged back to character select and back into the character, still in Use effect on the tooltip but I could use it, added to the collection.
Try a relog after attempting to use if you can’t get it to work.
Can’t even buy it off Reno. Says the item is locked when I click Yes to confirm.
Huh, mine was in a chest at the end of a delve. I didn’t even know it was on a vendor. Looting it this way worked fine. Maybe that’s the intent, and having it on a vendor is a mistake?
Mine was locked until the Tuesday reset for some reason. But I got it last night from the vendor.
It’s not bugged from you not being able to purchase the Campsite. I’ve encountered the same thing. What I noticed was the Season Journey XP bar still had XP left to gain to unlock the Campsite before I reached 42,000 XP yet the prompt informed me I was able to purchase it. Then the green 
appeared when I hit 42,000 XP and was able to purchase the campsite thereafter.
It’s misleading at first, but if you hover over the XP bar, you’ll notice you need a total of 42,000 XP to get the final check mark to end the Season Journey.

Bought mine, used it and it appears nowhere on my login screen???
