You're not getting them as long as they want to continue maintaining two factions and the faction war for the sake of PvP. The reason the Horde has Blood Elves to begin with is because we needed some semblance of a population and that just wasn't going to happen without a pretty model that was meant to draw people away from the Alliance.
You can keep Blood Elves and as far as faction imbalance, it never did fix it and some would say its worse now. Not everyone wants to just leave Horde to play High Elves, but its been 10 years and the problem Blood Elves were created to fix has long since died or hasn't been fixed depending on where you stand, either way Allies should be allowed to play High Elves.
