A few months ago I was finally able to finish the Night Hold Raid for the first time with my level 70 night elf demon hunter, but when I defeated Gul’dan the cinematic never played. Because I was level 70, I had to do It solo, so I am not sure if that had something to do with it. If not then this might be a bug. Can you please look into this if there is one? Will it play if I did it for a second time?
Do you have dbm installed it tends to skip cut scenes if youve seen it already.

There are a few other add-ons that can also automatically skip cut scenes. I’d carefully go through the ones you have and check, even ones you don’t think would affect them.
But to answer your question, if it’s not a bug and not being skipped by an add-on, then the cinamatic will play every time you kill the final boss even when at level 70.

One way to rule if its a bug disable all addons then run it of the cinematic plays its a addon if it doeant its a bug or possibly a corrupted ui.
