Niffen Notebook of ___ Knowledge

So I get to 12 with the niffen to get the notebooks of skill points to try and catch up, but could only buy two. Why? I have 4000+ DI supplies, so that isn’t why? Why put in a catch up if it is limited to a measley two and not indicate it would only be two?

(It is on a different character than this.)

Where did you get the idea the Loamm Niffen crafting knowledge items are a catch-up mechanic?

They are a straight knowledge point bonus/boost similar to those provided by the original factions only purchased if needed instead of given automatically.
