Now that blue buff is insanely good for those that couldnt use haste, consider fixing green buff, so that it is far more usefull for all healers!
Currently only really discs can no brain use green buff and shamans can slightly use it, but only if in a good group they dont have to mass heal, otherwise druids, palas etc are all better off using bronze buff. Consider making the green buff 2 different stacks of dmg and healing respectively that can be stacked by doing either, so a healer that does damage gets more damage and healing gets more healing, so they can keep up both all the time.
Limit it to 100% healing and 70% dmg so that it wont be better than blue and all buffs are in a great spot.

I think the blue buff is bugged. Its constantly falling off during boss fights completely ā not losing stacks but total removal.
Actually this seems to be random. I placed blue buff on myself in first trash pack of Stonecore and lost it as trash was dying.

Green buff would be much more useful for shaman if its mechanics were changed a tiny bit.
Currently, each tick of healing rain eats a stack, and so do earth shield procs. The end result is that Iām basically permanently +100% damage and occasionally get +10% healing to one of my near-passive heals.
If it were changed for a cast of healing rain to use the stack, and earth shield eating it removed, then it would be much better.
Blue buff feels a lot better.
