When you become a guide to help people, are there any concrete rules or is there a generally unspoken set of rules or guidelines for the chat?
I remember there was an issue with it at one point where people were advertising wow services in it and that is obviously not okay, I think.
If there are any concrete rules, could someone point me to them, and if not, what rules are there or should there be for using the chat in general?

If your talking about trade chat there is a code of conduct. See the section for communication.
Guild chat is handled by the guild though its usually just don’t spam or advertise. Some guilds may be family friendly and prohibit swearing or adult content.
Out of curiosity I flagged one of my toons as a guide. I don’t recall any written rules being given to me. The interesting bit, new comer chat is very empty, and everyone spamming trade chat with booster services is flagged as a new comer so I guess blizzard is going out there and banning accounts.

Ah your talking about the mentor system. As far as I know of there are no concrete rules for that.

One of the most prevalent questions that I see from newcomers is about guilds. Would it be in bad taste to then suggest they join you on your realm or even go as far as advertising your guild in the newcomer chat occasionally?
I would say it’s probably bad taste to advertise anything on Newcomer Chat, unless the conversation naturally leads to it.
Like, if someone asks about guilds and is actively looking to join one, sure, but dropping the usual “<GuildName> is a casual friendly group looking for new members!” line out of the blue every couple of minutes might raise some eyebrows.
