Seems excessive. The drop rate appears to be 1-3 per rare/treasure. That means we need to kill/loot at least 67 rares/treasures?
In comparison, last week was 6 world quests or complete a dungeon.
Am I missing that these have a better drop rate elsewhere?
maybe the elite rares give more?

15 per Follower Dungeon boss.
Disturbed earth which are abundant also drop them, got them in less than half an hour.
I did 1 follower dungeon (3 bosses = 45).
Headed over to Hallowfall and that huge area of quests and got all from a few treasures and disturbed earth,
If you get the earth that flies you into the air to collect wax, each one you collect gives you 1 fragment.
Edit: Keep in mind this is a weekly, so I imagine you could easily get this over the course of your travels for a couple of days.
15 per dungeon boss is big. That’s good to hear. I was searching for disturbed earth and other treasures and had not had much luck in finding any.
Knowing they drop from dungeons though, that’s good.
