New Valor Points Vendor Location?

Couldn’t find the answer on WoWhead. Nor any links on Google. Would some person be so kind as to enlighten me to the Vendors location.

To upgrade your gear using Valor, Go to your Covenant. The NPC that upgrades your Covenant gear also upgrades your Mythic+ gear using the Valor you have accumulated.

Also in Oribos, the same broker that upgrades your PVP gear will upgrade your M+ gear with valor.
