In theory your logic is correct in the long run. In the meantime it only will matter if your able to get on once launch begins. If this realm has a medium pop server and I cant get on either of the 3 full EST realms I choose (2 PvP, 1 PvE), best believe I will create a 4th character. Its that simple boys & girls. 
I’m more worried about group splintering. A lot of groups have decided to make Herod their home from my old server (Gorefiend). My guild has decided to stay, but a some people we know from other groups went to Stalagg. I feel like it’s a cascading effect, now some people will stay on Stalagg and others will go to Skeram. Maybe even some percentage of Herod people will go to Skeram. Now we’re all over the place.
Some people are worried about dead servers. Some people think high pop server numbers will remain high and that phase 2 will be dreadful. Some people don’t want to play with streamers. I’m just not sure what the best choice is.

This gives me no choice but to delete one of my characters and create a new one on Herod - the least risky bet.

J Allen Brack is being forced to eat his words. I highly doubt he even plays or ever has, so he likely has no understanding of what players want or why we want it.

You guys are not doing a very good job at coming up with server names. Herod was good. Mankrik was good. You should be using simple names people encounter at lower levels that are iconic. Not 40 man tier 2.5 / 3 raid progression names.

My brother refuses to move from Herod, so i will be stuck with the queues.
A good decision, but you’ll find people will be hesitant to move unless you guys raise the character creation limit from 3 to something like 5 characters.
People want to have their names, that they may already have on Herod and deleting isn’t worth it.
But if we had just 1-2 extra spots to create… well, who knows. At the very least, it would set up a perfect space for opposing faction gameplay.

I’m sure they’ve tried that internally, but the server itself refuses to have ANYONE roll on it. Out of respect.
