I have a level 13 rouge, and was looking for any tips to help me progress/get better at the game

Have patience with your class. A lot of the best Rogue abilities are behind higher character levels, so at the start, you have a very limited toolkit. You’ll get much more flexibility as you get upwards of 50 or so.
Stealth and Sap are your friends, in choosing your fights and limiting how many foes you have to face at once.

when should I use stealth? all the time?
It’s not needed in town. Otherwise, yes - if you are questing, use Stealth. You can flat out avoid a lot of fights, but it also helps you explore the area more safely, and see what you have to get past to reach quest objectives.
Every class has its own play things.
Ahhh the Rogues.
Pickpockets and open locked doors.
Quick run and hide and eat or die.
at this point im really only questing. im not sure what else to do
I have rogues on ally and horde, but I won’t pretend I’m the best there is at what they do.
I only do pve, so can’t speak for pvp/warmode, but I’ve been tempted.
I like being able to skip mobs in the world and in dungeons if I don’t want to engage anyone but quest objectives, which is nice if you want to get things done quickly.
I’d say try all 3 specs and see which one you prefer the most, you could even do the high level trial run for each so you have all of their spells and talents. Good luck!
Stick the pointy end in mobs ribs, after robbing them of their gold.
That’s honestly the best way to level, as you explore the game.
(You may, however, wish to pick up a gathering profession or two or three - they are Mining, Herbalism and Skinning, and will give you extra resources to sell. Crafting can be expensive, so for a first character, I really recommend gathering for resale as a money-generator, instead. That’s beside the point.)
That said, Stealth is generally a good idea, anywhere you are likely to run into combat. It lets you choose to start the fight, rather than getting jumped.
and one more thing, none of the trainers seem to work. is this a bug or a feature?
Trainers are kind of a relic of an older system.
Once, you had to actually go back and pay to be taught new skills as you levelled, but now they are granted automatically.
Trainers do offer access to a practice scenario, designed to help you learn your abilities better, but personally I have found that out in the world trial-and-error is a better teacher for me.
Being only level 13, you are just at the very start of your WoW life. Be careful not to get confused between guides that are meant for leveling vs. guides for end of game/max level content.
But at a certain point, say around level 40 or 50, you’ll want to start looking at some outside sources for guidance even while leveling. Such as for things like stat priority and talents and so forth. One decent source for information is Icy-Veins, which has class and spec specific guidance, including while leveling. But be aware that much of it is for max level, so just skip over that stuff until then.
In the mean time, take your time, explore, have fun, and learn the world, systems, UI, and so forth. At some point, you’ll want to take a look at some addons that can provide some helpful assistance with the UI and other stuff, so heading over to Curse to explore that can be useful.
Also, be careful not to spend any money for now as you level for gear. You’ll get most of what you need via quest rewards, and low level gear is often hideously expensive because people want it to transmog their gear to look like it. There are guides on the transmog system you’ll wan to seek out at some point.
As for professions, while starting out, I’d suggest dual gathering ones, specifically herbalism an mining. You can sell even low level herbs on the Auction House to start to earn some money. If you really want, you can have just one gathering profession and one crafting one, but make sure they are complimentary so you don’t have to spend gold to buy mats to level up your crafting (e.g., pair mining with blacksmithing or engineering, herbalism with alchemy or inscription, leatherworking with skinning, etc.).
Also, look on your server for a guild that helps people level up, as they can be a very useful source for information, tips, tricks, and even sometimes help with particular quests or content.

I would say just play the game.
Do some dungeons, quest in area’s that seem interesting, work on a profession, even do a BG or 2.
Being a new player is something you only get to do once, relish the experience of discovering 15 years worth of game for the first time.
Once your entrenched and jaded like the rest of us, then start turning to addons and guides to quest efficiently.
This IS a game after all, it’s meant to be enjoyed.
You can’t go wrong with an Outlaw Rogue, I did it from 10-120. You may get frustrated not being able to kill multiple targets but don’t let it . Just remember to sap and blind. At 63 you get blade flurry and you can then attack multiple targets and kill things faster. Roll the bones will probably give you the most pain cause it’s fully RNG.
