Saw a toon in Stormwind zipping around and hovering on a flying disk. Is this a new mount (and how do I get one?) or is it an ability?

I believe only mages can get it
I suspect you are thinking of the Archmage’s Prismatic Disc. Players did compare the two when the class specific mounts made their debut.
The mage one changes color and design depending on which spec the mage is playing. There were a lot of posts about how people hated it, but it quickly became my go to mount for my mage. The small details are nice, and it looks better in motion than in screenshots.

Felt the same way about the shaman mount before starting to use it, now it is my go-to mount.
