If I had to take a guess, I would say it likely could relate to some form of legacy Sunken Temple update rather than being heritage armor, main reason being that only Night Elf and Forsaken heritage armor is confirmed for the next patch despite these NPCs being here.
There was alot of strange lore stuff going on with the Scholomance and Naxxramas update this patch as well, so I could easily see them pulling on a ton of various lore strings in order to make some kind of unlockable old Sunken Temple like they did with Scholomance.
All Loa aren’t animals. They are all nature spirits. Aessina doesn’t take an animal form. Aviana doesn’t either. She takes a humanoid form. Bwonsamdi is a special case loa because he isn’t a naturally occurring loa. He was a mortal once. Muehzala lifted him into loa form I’m exchange for working for him. It makes sense for most loa to take an animal form because they’re inherently connected to nature and nature is animals. Oh Cenarius takes a humanoid form as well. And before everyone starts saying they’re not loa they’re guardians, guardian is simply the night elf word for loa. The pandaria word for loa is celestial.
I mean, you’re using past examples made by fired employees.
Blizzard is a continuously evolving entity of fired employees replaced by new employees.
New employees might not know that not all loa are animals.
New employees might not care that not all loa are animals.
Alliance content is the only content that gets treated with any hint of respect, after all.
