Bastion (the pet that you’re supposed to let sniff you) does not show up.
The bug seems to be that you are being offered the quest before you are supposed to be.
It is meant to be at the end of a chain, the start of which involves you finding Basilton and returning him to where he is meant to be for New Kid. The quest you need to do first is called The Gardener’s Apprentice, so finish that if possible.
I have also seen reports that even after finishing Apprentice, Basilton sometimes doesn’t show until a relog or at least leaving the area and returning, so if you have done Apprentice, see if that helps.
