I’m thinking that MAYBE blizzard thinks that running in and out of BRD to just spam arena all day, or gaining an entire level from AFKing for an hour might be considered exploitative.
How? If they wanted the loot from arena to have a higher barrier they would just put it on emperor. Or in scholomance. BRD in particular is designed to be run in parts starting at level 47 all the way to 60. It’s not even designed to be a one session clear.

Instance time is now throttled, therefore there are indeed limitations on types of play.
They created this game in a time when doing BRD meant doing BRD. These single boss farms with the one high demand drop being reserved was nothing close to what you see today. The drop didn’t have to be on emperor because it was a safe assumption that almost every group that went into BRD was going to spend some time in there usually making it at least half-way through, or only skipping a couple bosses that basically drop trash to head to emperor. So good drops could be on early bosses because people were going to be killing the rest of them still.
This obsession with only farming HOJ and resetting over and over just wasn’t anywhere close to a common thing back then. This was a completely unpredicted way of playing this game.

This is a new detail but the concept of time gating instances has been around for a very long time, from raid lockets, 5 runs per hour, daily heroic lockouts. There’s nothing new about the idea of time gating instances.
I wonder what the reaction of this change will be from its supporters once its reverted

As far as instances per day, yeah, that’s entirely new. To this day you can run as many as you want in retail.
Raid locks are traditionally to help players clear content, thus why you can extend them.
Yes I already agreed this is a new detail to existing rules, but sorry the concept of time gating instances is not at all new.

Please revert this change. Adding extra restrictions to gameplay is terrible. If I want to run my alt Warrior through dungeons and gear him out and boost him all day on a Saturday then I should be able to. I did the same thing in Vanilla and now I can’t.
