Pretty sure the rare spawn can be killed by Horde, and Alliance. Some NPCs were flagged for Horde because they held quest items as well.

Now he can, but he’s wretched. And I think a quest mob instead of a rarespawn.

In Vanilla though, he was friendly to all my Alliance characters.

Maybe he liked me?
