Newest level 60 and questing partner are not receiving any conduits from assault caches or shaping fate caches for the past two weeks, despite having a very small conduit collection. Renown is 58. We used the renown 40 token upgrade but that didn’t seem to affect other characters. One is night fae, the other venthyr. We have not done the covenant campaign, but I don’t think that affected others either. I know we will eventually get the item to get all conduits at 200, but I’m concerned it will affect being able to get future upgrades from the caches as well.
One of my characters has not gotten conduits from covenant assaults or Shaping Fate for three months. For comparison, my most recent level 60 used the renown upgrade, skipped the covenant intro, skipped the Korthia intro, and got conduits from those on the same day.
The 200 ilvl conduit upgrade heirloom (available now) is nice for a fresh 60, but it doesn’t replace the 226 ilvl conduits from the war chests.
FYI, the weekly Tormentor chest from the Maw is dropping upgraded conduits on my broken character.

Thanks for sharing your experience. To me, it is especially odd that my questing partner that went through all the same steps as I did at the same time is also having this issue, which makes me think something may trigger it. Considering yours has been going on for awhile, maybe it has nothing to do with any recent patch additions. Even my next-most-recent level 60 as of about a month ago gets conduits from these sources and basically went through the same exact process with two different results. I have not yet seen this happen on any of my older characters.
I did all the same steps your recent 60 took (however given I saw the bug causing the renown skip to lock people out of soulbinds – it is probably fixed now): I did threads of fate, skipped covenant intro, unlocked soulbinds, used renown upgrade, skipped Korthia intro.
Thankfully I’ve held onto about 10 crescents from Korthia to get some of those new 200 conduits up to 213, but it is much nicer to get those cache upgrades, I agree. Granted, they still haven’t fixed the bug where you may get duplicates in the same Shaping Fate chest which is annoying, but I’d rather get two of the same than none! Be careful what you wish for, I guess. 
I will try to do a tormentor chest sometime on that character and see what happens.

I don’t know if it’s a coincidence or not, but after using the token upgrade and getting all my conduits to 200, I received a 213 conduit from the Venthyr assault cache.
I have been having similar annoying issues with the conduit system, as has my guild mate. Very frustrating. I’ve had some characters mysteriously fix themselves while most recently my warrior stopped getting upgrades after the 200 boost.

I just used the 200 conduit upgrade, but nothing from the Venthyr assault and nothing from Shaping Fate. Hopefully you are unstuck.
