It’s account-wide. If it is still in the window time for a refund it won’t become account-wide after that time ends.

What Meilinn said is accurate. You can speed up this process and remove the refund countdown by destroying it or transmogging it. I think putting it in void storage also works.
Set it as a favorite. This removes the refund timer and you can uncheck it later.

Don’t do what I did. Bought it on one toon, then went to another and saw that I hadn’t collected it yet, so bought it again… Just buy it once and wait until the refund expires like others here said so you don’t make the mistake I made… 
But… if you buy it twice (or even thrice) you can still get your gold back by reselling it to a vendor as long as you are in the refund time window 
It costs 200 tw badges not gold. and the easier way to get rid of the timer is to tmog the cloak.
