Something I have noticed over the past couple of  years are several subtle changes to iconic legendaries and tier sets from previous expansions in regards to how they operate while in Timewalking.
My question to Blizzard is why? Why disable previous tier sets and legendaries like Dragonwrath / MoP cloaks, etc.? Timewalking doesn’t need balance. The fun of the activity used to be building timewalking sets/builds that involved farming old world content in order to grab a certain tier set/combo of tier sets. Also, running old content for multi socketed pieces of gear.
My point is, why eliminate a very fun and time consuming activity that does not effect the main part of the game for current PVE/PVP activities. This is something that allows the player to continue running old world content in order to find that one perfect piece to add to the ensemble, specifically for timewalking.
I usually understand the reasoning for many of the “nerfs” or adjustments that are done. However, the scale back to all these old items leaves me searching for a reason as to why.

              Yeah, my TW build has literally dwindled down from a full set of gear dedicated to just blasting in TW to now just the heart of Azeroth. It has been very unfortunate.

              MoP cloak still works in Timewalking, as well as legendaries like Thunderfury and Shadowmourne. Azerite armor works as well, along with the Heart of Azeroth. Old tier sets being disabled is more about old bonuses being too strong or non-functional with class changes since their inception.

              Take a look at the ilvl of those legendaries you mentioned. I did BC TW last night and tried to go in with my dragonwrath staff which had an ilvl of 46. The ilvl set for all gear excluding the dragonwrath and MoP cloak was 78. Those items were not scaled up or down. They were both under the 78 number which is the first time I have seen them not being scaled if they are recent to what the TW expansion is.

              The tier sets they disabled because they could cause some big imbalances. The reason they initially started disabling tier sets was the MOP warrior one was actually viable 2 expansions later. Artifcats were disabled with the end of Legion, legendaries are likely to interfere with talents. MOP cloaks still work. To my knowledge so does the staff.               first things first it should give better reward for the weekly when its up.
why would i waste time running 4 timewalking anything when the reward is a 389 and im rocking 416 lol

They are only scaled down if the ilvl cap for the TW is below the item’s ilvl, but they have literally never been scaled up.               Dragonwrath was on many bis lists in SL so if it was nerfed, that’s a recent thing.               I feel like one of the goals of the ilvl changes to old gear in Dragonflight was to eliminate timewalking gear. Old gear was very broken in many ways at the start of the expansion. I continue to see changes to gear ilvl and its reflection in the dungeon journal. Legion content is still a mixed up mess, but gear ilvl is continuing to progress toward some sort of new normalcy.
I see what happened with gear as a red flag that the expansion was rushed, and they barely had time to get started normalizing leveling gear across expansions. Seriously, week 1 low levels in BC dungeons were getting gear that had so high a minimum ilvl that they couldn’t equip it. That’s a clear sign of lack of testing.
