What the hell. So in actuality its still only a 11% ray buff and not 20%, because we are losing 9% from Death’s Chill. Right. I do not even play ray of frost. Jesus Christ, they are dumb.

Even as a pve mage i don t like that change.
Finally there were some build without glacial…and now its been nerfed too hard

Do you really expect a 1.5s cast to do more dmg than 2s cast-time spell?
Correct me if I’m wrong but Death’s Chill + Fractured Frost would change Frost dmg profile from consistent to something more like fire mage?
In pvp, to get the full benefit you will need to cast FB a lot if there is only one enemy player.
What do you mean, this is how it is currently. Ice lance does ~1.5M, now does ~1.2M with the change. Frostbolt does 1M and requires a flurry proc, so 2 casts.
When I said 2s cast-time spell I was talking about Glacial Spike.

Shattered frostbolts never be hitting harder than shattered Ice lance / FoF Ice Lances, or only under certain conditions, is fine; because if shattered frostbolt hits harder than shattered icelances then what’s the point of casting icelance?
Icelance is only spammed during Frozen Orb.
You complained about Glacial Spike and Icelance cleave breaking cc and poly-targets, but Fractured frost does the same thing. It makes frostbolt cleave.
Wowhead is recommending to not take Ray of Frost and go Death’s Chill + Glacial Spike. I hope Blizzard manages to balance our capstones.
While fractured frost frostbolts look fun, managing death’s chill stacks does not. Get to 12 stacks, then fire GS or RoF 
(unless is not worthy dmg wise to wait until 12).
Ice lance you cast on the move, it’s a filler for other spells when you need to repoly or are being trained!
You are very mistaken! Fractured frost does not break CC.

Edit: if they made it so frostbolts ignore CC’ed targets they can do the same with Splitting Ice.
