Good news is they are looking into this although the tuning is a bit complex. I believe the current idea is to just apply a flat -95% reduction to all healing for resto.
Which healers though? You need to be careful with this statement.
Prevoker is already strong AF. Resto Druid already has been buffed multiple times. MW Monk was already reworked and buffed. Holy Pally had their nerf reverted then topped off with a buff.

Yeah I tend to agree with this. It’s been an outlier since DF.
No, change the other healers to match. Rsham isn’t op, it’s strong in dungeons but nothing crazy but it has great tools for current affixes/damage profiles/dispels. The other healers just lack a good amount of tools or healing power.
Prevoker is actually ok.
Buff Disc Damage (in dungeons)
Buff Holy Paladin across the board in 5 mans, drastically buff their damage.
Drastically buff monk damage (their dmg to risk ratio is very low), and buff their healing too.
Rework Holy Priest and Resto Druid, very outdated for current game standards.
EDIT; Make all lethal dispels magic. Every healer should always be able to take off the most powerful and impactful debuffs. Stop with the random curses and one shot poisons.
The ideal scenario would be to make Donwpour and Ancestral Vigor not stack and maybe reduce Ancestral Vigor followed by nerfing overall dungeon damage across the board so that they even out with all the other healers without nerfs to their viability.
What will probably happen? Aura nerfs, which would not be the right way to do it imo.
The spec uses totems for 20 years, always been considered a moderate difficulty healing spec. OP gets exposed for being bad due to content tuning for one season and desperately looks for excuses. Lol
No and i lve onlymplayed holy paladin this season. Resto has a ton of button bloat and a ton of stuff to leybind so what if rhey can do better if they learned how to play that spec well that it be good
My resto shaman has had more keybinds than any other spec ive played for like 2 decades. They have ALWAYS provided the insane amount of utility that they currently do.
The current state of m+ dominance has nothing to do with shaman being OP, and EVERYTHING to do with all healers being weak as shXX and the bloated healthpool of everyone.
Everyone has 83837782727 stamina but direct healing abilities are doing like 1/18th of that without CDs.
Bringing a good resto shaman used to mean you sacrificed some of the better healing throughput in lieu of our utility.
Right now, that utility is being recognized because all healing throughout sucks.
