AFAIK, that’s false. The only thing it prevents is you rolling on stuff that won’t be useable for your class, so no warriors/hunters rolling need on an int staff for mog.
But as a caster, I can fully roll need on an int staff that’s a lower ilvl for mog
but if someone rolls same as you and they need it more they get it
happened to me rolled 79 on a chestpiece, i had 242
someone else rolled also 79 on it, theirs was 132 from timewalking. they got it
