This entire concept is not knew and for many that have complained about having to grind older content and not being able to enjoy the new content when it is first leased are why 415 weapons and anything else will always exist. Blame those that want to jump right into new raid content from the get go with another class or an alt that they either want to play or is needed for their comp. These weapons and catch-up system do not exist for the casual of players that do nothing more than world, dungeon, and bg, content. They exist for those that intend to raid new content after not wanting to grind the older dated content or their guild simply chose not to continue to farm out gear.
As a person that does largely nothing more than world content, dungeons, warfront, maybe on occasion the LFR. I could careless what level of gear and weapon I am given from quest. All I care about is being able to kill stuff and do enough dps to not get kicked from a dungeon group, which continues to happen with some of the people who feel the necessity to feel superior over their fellow players.
Welfare epics were never intended for the casual of players like myself, nor was the various means of catch-up that has been instituted over the course of time. So you might want to stop selling something that large does not exist. I get whatever it is because of what people who do not want to actually play the game want. I simply take what I am given because I know why it is I am receiving such items.
Raiding and only raiding is why there are weapons of this nature and catch-up mechanics like the neck piece being instantly boosted to level 55. If not for raiding none of this crap would ever exist in the first place.
Raiding and the horse race to get to that endgame content helped in getting this game ever more trivialized since at least Wrath.
