Naval Mechanics Achievement is still bugged as of July 2021, Quite a few previous reports filed about this bug, and tickets getting their lame auto response which is useless for any bug or ticket.
The Blast Furnace Blueprint is acquired from a quest, at the garrison shipyard, it should be counted right away upon completion of said quest, and checked off in the achievement window.
