Nat Pagle does not spawn to start “Fish Frenzy” to get the Underlight Angler. Completed “Bigger Fish to Fry” and the “Luminous Pearl” quest… It might have something to do with the warband system already thinking you have the “Bigger Fish to Fry” achievement, causing Nat not to spawn.

For anyone else wondering, I had to complete the entire TWW campaign before he popped up on my Dracthyr
has anyone had a solution for this? I just did on my hunter yesterday and still no spawn
