TLDR - as per his responses on the EU forums it was publicly indicated by a wow developer that at very least some names that should have been made available for reclamation were not.
As some of us are still sitting in a transferred, but not yet renamed state, Please update the community on if this is being looked into further, if there is any hope at more names being “released”, and if there is any kind of timeline on a fix.
