It’s still at the Argent Grounds. As far as I know, the event’s not going to be acknowledging the gigantic hole in the sky at this time. 
That may change if content dictates.
Correction: We are acknowledging the huge hole in the sky. Ryo and V went to the Grounds to assess the situation and decided the danger was minimal right now and chose not to cancel the Market pending further developments.
Many may well write about it. Some may even know why. I’m told Death Knights are likely to have information, for one. Others may as well.

Its been ages since I did wotlk expansion, but I vaguely remember having to help build an argent base, and lots of phasing being involved.
Do we need to get that done before the argent grounds show up or is it always there even if we havent done wotlk questing?

Raventress, As far as I know it’s the same as usual so not this time. No idea about the future as I’m NOT reading spoilers and neither is Ryo. Keep in mind that without very extensive testing on multiple alts with different histories, we can’t promise there can’t be a snag but it seems the same, right now.
No idea what’s coming, nor do I plan to find out til it gets here.

To the Gilded Market Patrons, Vendors, Entertainers, Security, and All!
It is with great disappointment that I must say that this month’s Gilded Market is Cancelled . Unfortunately for us and the greater Azeroth population, it appears the undead have gotten rather grumbly in their graves and seek to return once more. Most of Icecrown has been overrun and despite trying to find quick solutions, the Argent Crusade will not be renting out their space for activities. They’re busy organizing the resistance against the scourge as I understand it. That all said, I will be spending as much time as I can scouting a new and safe location for our future gatherings! While my sister, V Firebrand, is wrapped up in work and business, I will see to it that we have someplace to go for our market before the new month comes. With any luck, the undead will be beat back and we’ll see you all again in the Tourney Grounds come December. If not, we’ll have an exciting new locale to explore together and enjoy. Stay warm and safe out there. I’m told if the undead come, you should dislocate their heads from their shoulders. It seems to be the best option in keeping them down. Seems like an overreaction: I hear the novel plague of undeath isn’t any more deadly than the flu, and that only 1% of infected people die and are raised into unholy mockeries of life.
No reason you should have to shut down the economy over it.
