Sylvanas dropped 3 legendary bows. Insane, or intended?

I ran with 2 friends and she dropped 2 for them. So doesn’t seem crazy to me she would do 3.
If her bow is this common, why arent the other legendaries this easy to get?
When i got mine, we had 6 hunters on Raid and 3 dropped. I won one.
I have done her about 30 times so far and the bow dropped in every run.

I think I saw someone post a screenshot of them getting 5 of them.
They stealth change her loot tables with 11.0 or 11.1. No idea why. Maybe one of the developers wanted to stop farming it idk. 
The drop rate for the bow has been crazy high since it became a legacy raid.
