Stop with this nonsense. I don’t think punishing players will help remove toxicity from the game. In fact, it can make things worse.
I think we should instead provide positive reinforcement for good players. Like being able upvote specific players after successful completion of a key for outstanding performance, friendliness etc. This should be a separate metric for your toon for all content.
I love a good positive reinforcement system… do you think players would pay each other for upvotes? If so, would that result in a problem?
If you have a system that keeps tabs, it will be interpreted accordingly. 5XX+ upvotes to join? Not crapping on the idea, just have to be skeptical at times.
Hmm I wouldn’t worry too much pay each other for upvotes as you can’t really do xrealm gold trades. Yeah that could happen where they put that in the title of the key, but that still doesn’t guarantee your run will go smoothly. Just like ilevel doesn’t mean you would do good dps. It would be another useful metric to help determine on which players you bring into your party.
Noone wants to be the 2500 io player with over 100 keys completed with 1 upvote…
I don’t M+, so I have little insight to the experience… but I do see a lot of posts on the forums (anecdotal, not evidence) about exclusion by IO, etc. …ergo, my question.
I would think not… but I was creating a parallel to the player character quality you suggested. What would a high IO and a low ‘quality’ score tell you? …or vice versa?
Rating people bad breeds more toxic behavior. It will be defeating the purpose of the system.

Irrelevant when that is already the case. Anonymity is where most toxic behavior comes from on the internet and real life because you are divorced from repercussions of that behavior.
Maybe don’t join groups and start arguments? If they are doing something “wrong,” reasonable people won’t mind if you speak up. “Hey there is the XXX over there and I’m a YYY” in CoS for example. Or asking which route they plan to take. That is very unlikely to start an argument. But if you stubbornly refuse to follow the group’s strategy and do your own thing, possibly telling everyone how stupid they are… well, you deserve the ding on your rating.
How is that irrelevant? Things can always be worse. From a business stand point do you think where players are able to publicly shame each other is a good thing? We already have a bad player vote feature and it is where you report someone.
You missed my whole point. What if the argument was not started with said player. What if they say you are bad player because your dps was average. What if they vote you bad even though you carried just to spite you. What if you misclicked someone as bad.
