I think they’ve done a good job moreover with story mode being added.
But I still think secret phases in mythic should have kept being a thing, I think it’s fine to have some exception to the rule as the rule of cool in this case should be upheld.
Games probably have like sub 1% completion rates once you factor in all the optional achievements and difficulty levels.
As for WOW? I’d say 5% for anyone that cares to try. Zek’vir ??

Very few people finish games, And I’d say pretty much no one has all achievements in WOW.
Even excluding achievements, let’s say hardest difficulty level then.
I’m a mythic raider, currently 6/8M. I’m completely burned out on M+. But I don’t think nerfing dungeons is the way to go. The main issue, as I see it, is that the squish of levels meant that everyone is competing for the same keys. Early on in the season has always been a mishmash of who is good and who isn’t, all together. But even now it feels like if you want to do a key, pugging someone is more likely to get someone who kills your key than anything else. The average skill of players attempting 10s has gone down (especially early on in the season, when it matters most). That’s what burned me out, not the difficulty of the key.
They essentially neutered a player’s ability to trust pugs entirely. Used to pug to 21s-22s for fun. Couldn’t pug a 6 early in the season without people dying to simple mechanics.
Good news is that they seem to have understood that, and said they’re looking to fix it.
(I do sorta wish that mythic track vault gear was lower, but only so I had a greater incentive to run with my lesser-skilled friends I’m not too bothered by it.)

The solution is to make M+ gear only work in M+, so everyone else isn’t forced to do it.
The only thing that has ever propped up M+'s “popularity” was its welfare gear. M+ is not popular, never has been, people hate it. (Except the small number competing for the epeen boards & title - more power to 'em. Leave the rest of us out of it, though.)

if tanks doing it, its already bricked.

Well, the problem is, keys above 12 and below 8 are extremely dead right now.
Whatever Blizzard’s trying to do with M+ right now is failing miserably due to a bunch of other factors (Harbinger of the Gilded being extremely unreasonable even for Mythic raiders, the CC changes, Challenger’s Peril, tanks getting blanket nerfed right before the xpac launched) that drowned out what would’ve been very good changes to the wider M+ system.
Well, keys above 12 have no tangible reward except title.
Keys below 8 are mostly irrelevant with delves.

Only an idiot game designer would design a game with % of players completing certain content in mind.
Do harder content, get better rewards.

When all the top streamers/content creators are releasing videos calling for sweeping changes to M+, and M+ participation has seen a DEEP decline compared to the prior expansion, then something is very amiss with the game mode. And generally it comes down to the fact that it’s simply not rewarding enough.
10s are needed for mythic track loot, whereas in DF you didn’t need to complete dungeons with all affixes present to obtain this level of gear. Not to mention DF didn’t have both tyrannical and fortified together. They made gearing up through the mode drastically harder, and it’s discouraging people from participating (see above, massive drops in participation compared to DF).
There’s plenty of other things they changed beyond the sheer rewards, like nerfing CC effects on mobs, that also have made the dungeons way harder whilst also simultaneously nerfing the rewards.
All day and all night, all you see is complaints about waiting in queues and a tank/healer shortage in M+. Maybe, just maybe, it’s because they nerfed both roles so much in DF that they feel miserable and unrewarding to play in M+.
