Every boss that drops a token/curio is not dropping it and is only providing 3 pieces of loot per kill.

It is not guaranteed. Dragonflight is not considered legacy mode as of yet so normal raid loot drop amounts apply. A full raid of 20 people will get the most loot drops.
I ran it 8 times and not a single token/curio dropped. As mentioned too, bosses that usually drop 4 items would only drop 3, if they were a curio/token boss.
Also, mythic always drops 4 pieces of loot (not including patterns, toys, etc). Regardless if you have 1 person or 20, or any number in between.
