You just need to time a +15 key or higher

Once you’ve done Balance of Power, you need to complete this achievement to unlock the tint:

Note that it is character-specific and not account-wide, so doing it on a class will only unlock a tint for all alts of that class, but you will need to do it separately on every class you want the tint unlocked on.
